Promotions and relegations
Alexander were crowned 1960 Victorian Provisional League Champions.
Alexander were promoted to the 1961 Victorian Metropolitan League Division 2 North.
Trident were promoted to the 1961 Victorian Metropolitan League Division 2 South.
Amalgamations and name changes
Olympia (St Albans) amalgamated with St Albans and competed as St Albans in the 1961 Victorian Metropolitan League Division 2 North.
Springvale Lions became Springvale in 1961.
Dutch Soccer Club D.S.G., Hollandia and Melita did not compete in 1961.
