Heidelberg United were crowned 1990 Victorian State League Champions.
Box Hill, Frankston Pines, Ringwood City, Melbourne City JUST and Caulfield City were automatically relegated to the 1991 Victorian State League Division One.
Heidelberg United gained promotion to the 1990-91 National Soccer League.

NOTE: This was the final season of the Victorian State League. The Victorian Soccer Federation ultimately downsized the competition to 14 teams, relegating five clubs to the rebranded Victorian State League and promoting two after Heidelberg United gained entry into the NSL. The Victorian Premier League would thus shrink to 26 rounds, eliminating double-header weekends and putting an end to the largest, longest and most exhausting top flight competition ever staged.
