The format of the 1963 Dockerty Cup was the same as for 1962, The top eight teams from the State League were again seeded to play the bottom four of the State League and the top two from Metropolitan League Divisions One North & One South, Clubs which did not qualify for the Dockerty Cup again played for the Federation Cup.

Because the Australia Cup elimination matches, which involved the top four Victorian clubs, had to be completed by October 6, the 1963 Dockerty Cup tournament was squeezed into 16 days.
